Summary

  • add task-first, network-second selection for active EVM tasks
  • discover active task configs from active/evm/tasks//config//validations
  • preserve network-specific task metadata after network selection
  • update install-deps, upgrade-config, upgrade listing, UI summaries, and README for the active task layout

Test plan

  • npm test
  • npm run build

Stacked on #179.
