🎯 Summary

SBCQ-88

Updates to staff user, location and counter forms. Mainly to force counter to be reset to the default counter on location change or to prevent the default counter from being removed from a location.

🧪 Testing

Change location in settings forms and you should see counter is reset to "Counter". In location form you should see default counter cant be removed. In staff user form you should see counter option available now.
