Add missing SPDX license identifiers to lint configs, CI workflows, CONTRIBUTING.md, infra cmake/scripts, and portfile. Update beman-submodule commit_hash in infra/.beman_submodule to 9bd493ce12ba5b7b01bc777f35d1e08a16889a90. Add .beman-tidy.yaml config file for beman-tidy compliance checks. Bump infra-workflows to 1.7.1, bump beman-submodule to 66b4f0cdf527cb66bfe2f009f0d2b0ceb56d2cd0, update beman-install-library.cmake module/BMI install paths, and add infra/cmake/enable-experimental-import-std.cmake to support C++ modules. Bump vcpkg registry baselines (default microsoft/vcpkg and bemanproject/vcpkg-registry) in vcpkg-configuration.json. Bump beman-submodule to eb7b7c3688bd8f26ab0c145e3147df9a8f2ec8ce and add missing SPDX-License-Identifier to infra/cmake/enable-experimental-import-std.cmake. Bump infra-workflows to 1.7.2 across CI workflow files. Add concurrency block to ci_tests.yml so in-progress runs are cancelled on new pushes to the same ref. Bump beman-submodule to d536fc285ae058cf8f5b736b5ff73d18a421b296, remove @neatudarius from infra CODEOWNERS, and add CMake 4.3.3 support to infra/cmake/enable-experimental-import-std.cmake. Bump infra-workflows to 1.7.3 across CI workflow files. Bump pre-commit hooks: gersemi to 0.27.6 and beman-tidy to v0.5.0.
