add @NamespaceAccessible to public entry points

Description

Allows public access points (old global classes, methods, and interfaces) to be used within namespace boundaries via @NamespaceAccessible

Same change that was applied to SOQL_lib
beyond-the-cloud-dev/soql-lib#292
