Add Vietnam to the Asia section of the exchanges page with BitcoinVN (https://bitcoinvn.io) as the listed exchange. Vietnam was previously absent from the directory entirely. BitcoinVN is Vietnam's longest-running Bitcoin exchange, operating since 2014. Includes the VN.svg flag asset.

This follows up on issue #2166 (opened in 2018) which requested adding BitcoinVN but was never merged. BitcoinVN has continued operating for over a decade since then and remains the primary dedicated Bitcoin exchange in Vietnam.
