Summary

  • Expand the Estimates section with a detailed explanation of the estimation methodology
  • New subsections: Why estimates are needed, How missing codes were identified, How estimates are computed (prefix grouping → agreement analysis → geographic cross-check), Confidence labels (with meaning and typical cases), Current coverage stats (7,019 entries across 32 countries), Revalidation mechanism
  • Existing technical details (CSV format, config variable, import script) preserved under a Configuration subsection

Test plan

  • Verify README renders correctly on GitHub (tables, code blocks, headers)
  • Confirm no broken anchor links from the rest of the document

Expand the Estimates section with detailed explanation of how
missing postal codes are identified (134M bulk test), how NUTS
regions are assigned (prefix grouping, agreement analysis,
geographic cross-check), what confidence labels mean, current
coverage stats (7,019 entries, 32 countries), and the automatic
revalidation mechanism. Existing technical/config details moved
under a Configuration subsection.
