Centralizes shared hexagonal architecture policy in
coding-standardsand Laravel-specific boundaries inlaravel-standards, while removing repeated rules from the development and code-review workflows. This preserves the existing review safeguards and prompts agents to surface maintainability-improving refactors before expanding scope.Closes #22
