Alternatively, we can trun on switches::kSitePerProcess in browser-laptop by default, otherwise we have to provide a toggle `switches::kDisableSiteIsolationTrials` which is equivalent to `site-isolation-trial-opt-out` in `chrome://flags` see `SiteIsolationPolicy::UseDedicatedProcessesForAllSites` Auditors: @bridiver, @diracdeltas
