Alternatively, we can trun on switches::kSitePerProcess in
browser-laptop by default, otherwise we have to provide a toggle
switches::kDisableSiteIsolationTrials which is equivalent to
site-isolation-trial-opt-out in chrome://flags
see SiteIsolationPolicy::UseDedicatedProcessesForAllSites
