Adds LocalMode (a copy-owned, shadcn-based collection of local-first AI UI components) to Component Collections. Per the contributing rule to remove one un-awesome entry per PR, retires dataminr-react-components, whose linked repo (github.com/dataminr/react-components) now returns 404.

LocalMode to UI Frameworks → Component Collections.
LocalMode is a copy-owned, shadcn-based collection of local-first AI UI components (chat, RAG, speech, and vision) that run entirely in the browser. Components install with the shadcn CLI, so the consumer owns the copied source.
