What this PR does / why we need it:

This PR updates the Click to Dial API definition to align with Commonalities 0.7.0-rc.1 for the Spring 26 meta-release.

• Updated x-camara-commonalities from 0.6 (number) to "0.7" (string), as required by Commonalities PR #537.

Special notes for reviewers:

All items from the Commonalities 0.7.0-rc.1 analysis have been reviewed. The only actionable change for Click to Dial is the x-camara-commonalities version update, as the API does not use the Device object schema or the deprecated CONFLICT error code.
