[DO NOT MERGE] feat: publish multi artifact charm

Applicable spec:

Overview

• Detect multiple charm artifacts that are coming from a set of integration tests (e.g. multiple bases, different architectrues) and publish them all.

Rationale

• Some workflows like Jenkins-agent-operator integration tests produces one charm artifact per architecture. This change will detect all architectures and upload them.
