Are you trying to make "missing" rows zero here? because if not, your logic could be replaced with a single

return mvg_nu2.block().values

If you are trying to include "missing" rows, can you clarify what you mean by that?

The goal of the power spectrum utility is to just “give the corresponding matrix” for your system. That means zeros for anything that should have zeros
