Updates Renovate-managed tool versions used by the pre-commit container and CI workflows.
This includes:
actions/checkoutfrom v6.0.2 to v6.0.3commitizenfrom v4.15.1 to v4.16.3pre-commit-terraformfrom v1.105.0 to v1.106.0No manual tests were run; this is a dependency/tooling update.
