Add initial UI

The PR adds the initial UI setup, including the login page and a builds overview table.

Especially at auth.py as well as the nginx configuration and the proxy container definition.

Do we want the UI to be available all the time or only if configured?

@jecluis oh, yes, indeed, it's missing. Thank you! I had to remove package.json and yarn.lock from the .gitignore file. Is it okay with you?

Does it still make sense to update the PR? I set it back to draft because of the backend part.

@s0nea please push the package.json please, so I can figure out how to test the container deployment (functionality is not relevant right now, but I really want to make sure the dev and prod container builds work with cbsd-rs)
