Bump google-protobuf dev lock to 4.35.1#18

Update the development lockfile from 4.28.0 to the current 4.35.1 (the gemspec constraint ~> 4.28 already permits it). Pulls transitive bumps required by the new release: rake 13.4.2 (google-protobuf now requires ~> 13.3) and bigdecimal 4.1.2. Add x86_64-linux and aarch64-linux platforms so CI resolves the precompiled gems instead of building the generic ruby gem. Suite passes on 4.35.1 (80 runs, 208 assertions, rubocop clean).
