Pull request overview
Updates the release publishing workflow (triggered on GitHub Releases) and tweaks repo ignores to support publishing artifacts and developer tooling.
Changes:
- Update the publish GitHub Actions workflow to configure package publishing (permissions + GitHub Packages feed) and change the publish step.
