Moves us off
golang.zx2c4.com/wireguardto the tailscale fork.Temporarily points us to https://github.com/coder/wireguard-go/tree/spike/nettun-close-race until/unless tailscale/wireguard-go#25 is merged, at which point we can get off our own fork.
This is a prerequisite for getting
coder/coderonto the tailscale wireguard fork, since go's module resolver cannot handle two things with different names pointing to the same module.
