Add Renault 5 E-Tech platform definitions, DBC, CarState parsing, and a stub dashcam-only CarController. Include legacy CAN fingerprinting, empty FW query config, torque override data, and Renault-specific parser smoke coverage.

This adds some Renault 5 E-Tech platform definitions, DBC, CarState parsing, and a stub dashcam-only CarController. Attempt at legacy CAN fingerprinting and Renault-specific parser smoke coverage.
I'm working on a development harness and capturing data with a red panda.

If needed I can share my routes, I don't have a comma yet, so no dongle ID.
