I am not sure if the .npmrc file should be located here, or in the root folder? I guess locating it next to package.json is a good choice?

When working locally in a project, a
.npmrcfile in the root of the project (ie, a sibling ofnode_modulesandpackage.json) will set config values specific to this project.
