Adds a new Dockerfile called Dockerfile.testdb that creates an image running PoostgreSQL with our schema set up and test data loaded. Adds a new docker-compose.yml file that we will hopefully be able to extend to bring up services that connect to the test db. Also adds new instructions in README.md on how to use the new container image.
