Pins adl-runtime-kernel as the sole canonical Runtime v3 owner and records the exact current budget posture: 12,209 physical source lines, a 12,000 reviewed target with a bounded 209-line exception, a continuing 10,000-line challenge target, 189 tests, and a hard fewer-than-1,000-test ceiling. Budget work may not weaken required functionality or proof.
Defines ten live-process parity groups including Observatory, four disjoint implementation lanes, complete pre-deletion feature dispositions, and the mandatory ordering that #5361 acceptance precedes WP-12 cutover and WP-13 deletion. Runtime implementation, cutover, deletion, v0.92 activation, and AWS remain unauthorized by this planning issue.
Semantic architecture, budget, dependency, acyclicity, feature-disposition, local-link, and diff checks pass. Independent exact-revision reviews found and drove fixes for dependency, budget, and VPP proof gaps; the final publication-head review passed with no findings.
