This PR adds support for the pi.dev agent by creating a new skill that follows the agentskills.io standard. The pi.dev skill enables any AI CLI tool to delegate tasks to or get second opinions from the Pi terminal coding harness.
Changes include:
All 59 tests are passing successfully, and the implementation follows the same patterns as the existing skills.
