addresses captured from live foc-devnet FWSS root of trust. devnet shares chain ID 314159 with calibnet (Lotus 2k hardcodes this), so network must be selected explicitly, not auto-detected. generator extended to optionally read devnet addresses via DEVNET_RPC and DEVNET_FWSS env vars.

## Summary - remove `--pdp-contract-address` flag from `deal-pusher`, `pdp-tracker`, and `send-manual-pdp` - remove `NewOnChainPDPWithAddress` -- `NewOnChainPDP` auto-detects network via chain ID - upgrade go-synapse to pick up `ChainIDDevnet = 31415926` (devnet now distinguishable from calibnet) Depends on data-preservation-programs/go-synapse#6 (merged).
