try bumping versions

This is an attempt to get rid of the warnings about
Node.js 16andset-outputcommands being deprecated. This is done by simply updating the package versions.Workflows that also used the old set-output command havfe been updated according to the guidance from https://github.blog/changelog/2022-10-11-github-actions-deprecating-save-state-and-set-output-commands/
It looks like the only thing that may be needed is a bump of the version number of this action. I did not do this in this PR.
