Belt-and-suspenders for the daemon-startup window: if dockerd is restoring state and not yet ready to serve API calls, our docker client requests now fail fast instead of blocking indefinitely. With the disk persistence in the next commit this should never trigger in normal operation, but it remains a safety net for any code path that still talks to the docker socket. Originally proposed by @asheliahut in devplayer0/docker-net-dhcp#34.
