feat: visual polish — global interactions + dashboard KPI cards#24

- Global (style.css): smooth transitions on buttons/inputs/cards/tags, data-table row-hover, always-visible keyboard focus ring, and slimmer themed scrollbars — applied app-wide. - Dashboard: KPI icons get an accent rounded chip; values truncate so a long tenant id / login id can't blow out the card. Built green (vue-tsc + vite). Admin-ui only.

2차 UX/디자인 패스(#23 이어서). 전역(버튼·입력·카드·태그 전환, 테이블 행 hover, 포커스 링, 스크롤바) + 대시보드 KPI 카드(액센트 아이콘 칩, 값 truncate). 빌드 그린.
