feat: add managerfactory package for generated register imports

Summary

• Adds pkg/managerfactory with SharedManagerFactory, ClusterClientAccess, and ManagementClientAccess interfaces
• Required by the register generator template which imports github.com/devsy-org/apiserver/pkg/managerfactory in generated zz_generated.api.register.go files (added in fix: resolve import alias collisions and NewRESTFunc signature in generator #6)

Without this package, consumers get a build failure when running deepcopy-gen or other generators that parse the generated register files:
