Introduce region handling for API URLs to enhance Tapo device support.
Made a bunch of changes that made it work for me in Australia. There's some logic to detect the correct region specific api url so that it works for everyone.
NOTE: when using the CLI, it claims output directory is relative to ~
It's not, its relative to CWD
