Reintroduce Rust AdvancedTokenManager with JWT support

• restore the Rust AdvancedTokenManager with configurable logging, auto-generation controls, and error-reporting options
• add a dependency-free JWT module that handles HS256/HS512 signing, strict base64url parsing, and claim validation helpers
• replace the JavaScript assets with Rust tests, workspace metadata, and CI for the crate
