Summary
This PR mirrors AzDO PR #59940 into GitHub for dotnet/arcade.
It removes two obsolete Roslyn PRTagger Azure DevOps PAT entries from .vault-config/dnceng-partners-kv.yaml:
Why
These PAT-backed secrets are being retired as part of the PAT migration work. The PRTagger flow is being migrated away from these legacy AzDO PATs, so the manifest entries should be removed from Arcade as well.
