Description

There are many projects out there that are not built with CMake and thus cannot directly include Fast-DDS. pkg-config is often the least common denominator by many build systems. Add a pc file to support also those systems.

This PR requires eProsima/Fast-CDR#305 since it uses the fastcdr.pc file..

It would be nice if the pc files would be backported to the LTS branches.
