Description:
The PR allows the setting override of STUDENT_FILEUPLOAD_MAX_SIZE. This setting is used to control the MB of files uploaded for staff-graded assignments. With this setting in the site configuration, we will be able to allow certain client to use more space for their assignment upload files.
