The fpm releases are linked to the fortran runtime library from gcc-12, but gcc-12 is no longer included in macos-14 runners by default. Instead, gcc-12 is now installed manually using homebrew.

Add macos-15-intel runner, and remove macos-13 runner, which is due to be deprecated.
