Release v0.3.0 - "Andromeda" [Stable]

Added close(), verify_page(), get_footer(), and improved handling of xxh3 hashes in bindings.cpp.

Also made bbf2cbx and cbx2bbf usable through the terminal via python -m libbbf.cbx2bbf --help and python -m libbbf.bbf2cbx --help, respectively. Restructured and refactored code and prepared for future utility files and programs.
