Summary

harden dash-extensions internals against Dash private API changes (including wildcard import break)
fix callback resolution/random-id stability regressions and add regression tests
improve callback-related test robustness
run CI against both Dash 3 and Dash 4

Validation

full suite passed in Dash 4 overlay: 49 passed
focused stability/callback/components tests passed in Dash 3 and Dash 4

Out of scope

CDN / serve_locally=False issue (DashProxy fails with serve_locally=False: "dash_extensions was not found" error due to missing frontend assets #384) is intentionally excluded from this PR
