Replace pre-commit with prek to fix CI deprecation warning

Description

The pre-commit job has a deprecation warning:

Node.js 20 is deprecated. The following actions target Node.js 20 but are being forced to run on Node.js 24: actions/cache@v4. For more information see: https://github.blog/changelog/2025-09-19-deprecation-of-node-20-on-github-actions-runners/

pre-commit/action is not planning on updating:

• Upgrade action/cache to v4 pre-commit/action#241
• Bump cache v4 -> v5 pre-commit/action#242
• Update cache action to supported version. pre-commit/action#244
