Requesting review just to double check that the AWS SDK update is OK. It is the same version used elsewhere for our "major" releases. |

fbm, there are slightly newer SDKs but nothing we need in those and better to be consistent.

Update to appbase 4.0 release
Update AWS SDK to 2.39.6 for compatibility with other libs
