• Added new environment variable to account for other openai api bases besides azure.
  chat/ai/agent.py
• If Azure client unavailable, initialize OpenAI client with environment variables base and api key
• generate_title function generates title of 10 words or less that captures initial conversation context.
  chat/views.py
• set thread title to generated title after first bot response
