- Create python/odt/ package with providers/, ir2c/, resource_estimator/
- Add pyproject.toml with hatchling build, elasticai-creator git dependency
- Add smoke tests verifying package imports and creator protocol access
- Extend CI with parallel python-test job (uv + pytest)
- Update devenv ci script to run both C and Python tests
