Add EIP X-ray

Adds the Glamsterdam EIP X-ray tab and routes it from the upgrade page.

Consolidates EIP stage, devnet, client priority, test complexity, anchor scores, and timeline/call metadata into one explorer.

Validated with npm test and npm run build.

cool experiment; i like parts about this lens. its also a bit overwhelming and unclear who its serving, e.g., not exactly optimized for selecting eips for the next devnet. if you want to leave it open, ill meditate on it more.

Blocking: this branch no longer merges cleanly into current main.

main modified src/components/devnets/GlamsterdamPrioritizationSection.tsx and src/components/glamsterdam/TestComplexityTab.tsx after this PR’s base, while this PR deletes both in favor of src/components/glamsterdam/EipsTab.tsx. The conflict matters because those main changes moved devnet data to scraped devnet specs and added/refined execution-spec test count handling. The new consolidated EIP X-ray currently still reads src/data/devnets/glamsterdam.json, so rebasing and intentionally porting or replacing the newer devnet/test-count behavior is needed before merge.

I did verify the PR checkout itself with npm test -- --run and npm run build; both pass against the old base.
