Summary

Moved the --label "Fix CI Skill" flag from a separate bullet point into the gh pr create command itself in step 4
The label was easy to miss as a prose bullet — putting it in the command makes it harder to forget

Test plan

Read through the updated instructions and verify the label is clearly visible in step 4
