This assigns a string of 3 words to the argument foo: /foo "bar baz quz" Also, arguments should be identified by whitespace before them so /foo bar/baz should be one argument called 'foo' with the value bar/baz.
So:
/foo "bar" => { foo => 'bar' },
/foo \"bar\" => { foo => '"bar"' },
/foo "\"bar\"" => { foo => '"bar"' },
