Retry on SSL EOF error

Since changing the BigQuery location from the US multi-region to asia-northeast1, the following SSL error has occasionally occurred:

error_class=OpenSSL::SSL::SSLError error="SSL_read: unexpected eof while reading"

I’d like to classify this error as the RetryableError. We’ve confirmed that retries succeed.
