This commit adds comprehensive documentation to the `brasil_datetime` package. - Adds detailed docstrings to all public methods in `lib/brasil_datetime.dart`, including descriptions, examples, and return value information. - Updates the `README.md` to be a complete guide for new developers, with sections on installation, usage, and a detailed API reference for all available formatting extensions.
