@joris974 so this adds Renovate, but it doesn't remove dependabot/mergeabot. I guess we just have to rely on anyone tagged in this PR to know to clean up like that? I realize it's a Very Hard problem, but it feels like an important use-case in this "tooling to keep repositories standardized" when standards change, vs just being added.

Yeah, ideally the tooling will remove the previous methodology. We can update the repo-health to do that
