Added the polybench binaries, workloads and suite. All based off the most recent commit in the polybench github: https://github.com/MatthiasJReisinger/PolyBenchC-4.2.1

Added the polybench binaries, workloads and suite. All based off the most recent commit in the polybench github:

Note I have the compiled binaries and do not know how to address them in this repo, for now I have included them in the resources.json file, but it does not seem like any other binaries are referenced here.
