Adds the devlog entry for
gt migrate(the next-intl to gt-next codemod) plus an author profile for Josh.Blocked on generaltranslation/gt#1910 - the feature is not yet released (latest published
gtis 2.14.63), so this should merge only when the release lands.What's in it
