From what I have been able to gather, Cygwin perl doesn't handle Unicode environment variables terribly well. perl seems to exit without warning during the tests, so avoid those tests for now.
This update has been tested on Cygwin perl 5.14.4 and in Linux on perl versions 5.8 thru 5.20 (via Travis CI).
