Reject patch targets that escape the staged source tree
system_command: use Process.spawn to avoid fork-unsafe exec3 child
The prefix parameter allows similar to handling to `std_cmake_args` and `std_configure_args` as some formulae need to modify this to point to another path like for `glib`. Meson's default `libdir` is a relative path that gets resolved w.r.t. the `prefix`. So we can use "lib" and let meson compute the path.

- Resolve deferred Homebrew secrets only for Homebrew-controlled curl download strategies so private registry URLs work. - Keep generic curl, direct strategy and custom strategy calls from expanding placeholders, reducing exfiltration risk in untrusted formula code. Fixes #22879
