Repo is private on a free plan: code scanning (CodeQL/SARIF) needs paid GHAS, classic branch protection needs Pro/public. Document the resulting free security-gate stack and the going-public escape hatch.

Captures why CodeQL was removed and branch protection isn't enforced (private repo on a free plan), and the free security-gate stack that remains. Follow-up to the CI fixes in #66.
